California is stepping up preparations for a potentially severe winter, with Governor Gavin Newsom declaring a statewide emergency on September 21, 2026. The move allows agencies to accelerate preparations for storms that could bring flooding, landslides, and damage along the coast. The declaration is intended to get resources and emergency teams ready ahead of dangerous weather. State agencies are preparing equipment, protecting infrastructure and coordinating support for communities that could face storm damage. Forecasters are closely watching the developing El Niño. In its September 10 outlook, NOAA’s Climate Prediction Center reported a greater than 90% chance of a very strong event during fall and winter 2026–27. It also estimated a 75% chance that the October–December event could exceed the strength of previous El Niño events recorded since 1950. These are forecasts, however, and the agency cautions that expected weather impacts are not guaranteed.

El Niño involves changes in tropical Pacific Ocean temperatures and atmospheric circulation that influence weather worldwide. For California, officials are preparing for possible heavy rainfall, strong winds, mountain snow and coastal flooding. Consequences could include damaged roads, disrupted access to communities, and power outages.
